The Road Transport Ministry has issued a notification, informing that registration and fitness test certificates for old private and commercial vehicles will be expensive from October 2021. Reportedly, 15-year-old vehicles are set to become eight times more expensive.
During the 2021-22 Union Budget, the central government announced the vehicle scrapping policy to do away with old vehicles. According to this policy, the fitness test is mandatory for 20-year-old private vehicles and 15-year-old commercial vehicles. The Centre has issued the Central Motor Vehicle (Amendment) Rules – 2021 which will come into effect from October 1, 2021.
The rules suggest that renewing the registration of 15-year-old cars will cost Rs 5,000 while registration renewal of old motorcycles would cost Rs 1,000. The current fee for motorcycle registration renewal is Rs 300. The cost of a new registration certificate for light motor vehicles is Rs 600, whereas it will cost Rs 5,000 for renewal. Getting a new registration certificate for imported vehicles will cost Rs 2,500 and Rs 10,000 for renewal.
According to reports, the cost of getting a fitness certificate for commercial vehicles will go up by 62 times. A fitness renewal certificate for a 15-year-old bus or truck would be Rs 12,500. After October 2021, owning such vehicles will become more expensive for owners. Meanwhile, states will be imposing a green tax, which according to reports, will be between 10-25% of the annual road tax. Vehicle owners must remember that if a fitness certificate is taken after the expiry, the owner will have to pay an additional charge of Rs 50 per day after the expiry.
Meanwhile, a vehicle owner can transfer the scrapping certificate to anyone and get incentives for buying a new vehicle. The Centre proposed to waive off new vehicle registration charges for customers who have scrapped their older vehicles and are submitting a scrapping certificate.
